The Ministry of Agriculture explained that STD-Bs were initially intended as a registration tool to create a database of smallholder locations, land ownership and hectares etc. ISPO principles and criteria require that all smallholders obtain a Surat Tanda Daftar Budidaya (Smallholder Plantation Registration Letter/ STD-B) and a Surat Pernyataan Kesanggupan Pengelolaan and Pemantauan Lingkungan Hidup (Environmental Management and Monitoring Registration Letter / SPPL).īefore the meeting, local government officials considered STD-Bs as ‘licenses’ requiring careful deliberation and carrying legal connotations. As a follow up, the Directorate General of Estate Crops will officially request local officers to facilitate the issuance of STD-Bs and SPPLs. In an effort to streamline and accelerate ISPO certification the Ministry of Agriculture will officially request local officers to facilitate the issuance of Smallholder Plantation Registration Letters known as STD-Bs.
